OTR for mIRC - quick version via

• install cygwin, add the cygwinports mirror, install libotr-devel, libotr5, libgcrypt-devel, libgcrypt20, make, znc, znc-devel, wget, nano.
• grab the znc-otr module and add a '-lgcrypt' flag to line 6 of the Makefile. run make.
• move otr.so to /lib/znc/ in your cygwin directory.
• run znc --makeconf .. set to listen on port 1299 and dont start it when finished.
• add the mirc-otr script to your remote scripts and edit the file where indicated.
• activate by using the ZNC/OTR popup in a query or status window.
